AI governance in R&D environments is not a compliance checkbox. It is the operational framework that determines whether AI-generated analysis is trusted by the scientists and innovation leaders who need to act on it—or ignored by a skeptical organization that has good reasons to distrust outputs it cannot inspect, verify, or challenge.

Requirement 1: Data Boundary Enforcement
